Back to Index of Support Services Resources Each support service represents an expenditure of staff and funds, which is not an eligible expense under current EPA funding guidelines. Review each program grant and contribution carefully, determining eligible and ineligible expenditures.
One strategy you may use if student support services are not available is to accept only students not requiring these supplemental services. Eliminating or minimizing student support services dramatically reduces the complexity and cost of a Brownfields Job Development and Training program. In such cases, make it clear prior to and during recruitment of students what the Brownfields Job Development and Training program provides and what it does not provide.
If entrants need support services, they must search outside the program. As harsh as this approach appears, Brownfields Job Development and Training programs with few partners, or partners that cannot provide supplemental services, must face the reality of not having the resources for support services.
Linkages and informal understandings with governmental, training, educational, and employment organizations can create a path that students who need these services may follow. By combining services of multiple organizations, individuals can be successful in resolving issues that would otherwise constrain them from entering an environmental career initiated by brownfields economic redevelopment. Linkages may be in the form of formal partnerships or informal understandings. The key to bridging services is good communication, information exchange, and resource sharing. Forming partnerships is addressed further in the chapter Building Partnerships. |
